In the contemporary intellectual and social climate, raising doubts and instilling skepticism serve as instruments for challenging the epistemic and normative foundations of societies. One of the significant arenas of this contention is the selective or distorted interpretation of religious teachings. A notable example is the misreading of the verse "Hold to forgiveness, enjoin ʿurf, and turn away from the ignorant" (Q 7:199), on the basis of which some have denied the existence of an independent Qur'anic command of enjoining the good (amr bi-l-maʿrūf), regarding "ʿurf" as merely denoting public approval. The present study, employing a descriptive-analytical method and library-based research, examines the concepts of ʿurf and maʿrūf in the Qur'an and religious teachings, as well as the relation between the two. The findings indicate that "ʿurf" in the Qur'an refers to stable norms endorsed by reason, innate human nature (fiṭrah), and the Sharīʿah—not to mere prevailing customs. Moreover, there is no essential distinction between ʿurf and maʿrūf. Reducing ʿurf to prevalent behaviors entails consequences such as rendering divine legislation pointless, undermining the philosophy of the prophetic mission, and conflicting with the theoretical and practical conduct (sīrah) of the Noble Prophet (peace be upon him).
